Singapore has established itself as one of Asia’s leading business, financial and innovation hubs. For highly accomplished professionals, entrepreneurs and global talent, Singapore offers a specialised immigration route known as the Overseas Networks & Expertise Pass (ONE Pass).
But what exactly is the ONE Pass, who can qualify, and what makes it different from a conventional employment pass?
What is the Singapore ONE Pass?
The Overseas Networks & Expertise Pass (ONE Pass) is designed to attract top international talent who can contribute to Singapore’s business ecosystem, innovation, research, academia, sports, arts and culture.
It is not a general job-seeker visa. It is intended for individuals with a strong professional or achievement profile.
Who can qualify?
There are different eligibility routes.
For the salary-based route, an applicant generally needs to have earned a fixed monthly salary of at least S$30,000 for the 12 consecutive months immediately preceding the application, or have a prospective Singapore employer offering a fixed monthly salary of at least S$30,000.
There is also an outstanding achievements route for individuals with exceptional achievements in areas such as sports, arts and culture, academia or research. Such applications are assessed individually.
Key advantages of the ONE Pass
Up to 5 years
A first-time ONE Pass can be granted for up to 5 years, subject to the applicable requirements.
Greater career flexibility
Unlike many employer-specific work passes, ONE Pass holders can work for multiple companies at the same time and can also establish and operate a business in Singapore.
This can be particularly attractive to senior executives, entrepreneurs and global professionals.
No employer quota or foreign-worker levy
The ONE Pass does not require the employer to meet a foreign-worker quota or pay a foreign-worker levy.
Family can accompany the applicant
Eligible ONE Pass holders can apply for relevant passes for their family members, including their legally married spouse and unmarried children under 21, subject to the applicable requirements.
Business opportunities
The flexibility of the ONE Pass allows eligible individuals to explore employment as well as entrepreneurial opportunities in Singapore.
What are the government fees?
According to Singapore’s Ministry of Manpower, the current official fees are:
Application fee: S$105 per pass
Issuance fee: S$225 per pass
Multiple Journey Visa: Additional S$30, if applicable.
Most ONE Pass applications are processed within 4 weeks, although applications under the outstanding-achievements route may take longer if additional assessment is required.
These are government fees only and do not include professional, legal, documentation, medical, translation or other third-party costs that may apply.
Is ONE Pass suitable for everyone?
No.
The ONE Pass is specifically designed for high-level global talent and should not be confused with a conventional employment or job-seeker visa.
If your professional profile does not meet the applicable salary or exceptional-achievement criteria, another Singapore work-pass category may be more appropriate.
Why is this programme interesting?
Singapore’s approach is clear: it is looking not only for workers, but also for individuals who can bring specialised expertise, international networks, leadership and economic value to the country.
For senior professionals and internationally accomplished individuals, the ONE Pass can therefore offer considerably more flexibility than a conventional employer-linked work pass.
If you are a senior professional, entrepreneur or globally accomplished individual considering Singapore, the ONE Pass is certainly a pathway worth researching.
