Tightening Selection CriteriaCanada is set to introduce major changes to its Permanent Residence (PR) system in 2026, aiming to streamline pathways and better align immigration with labour market needs.
Under the proposed overhaul, the system may transition toward a single high-skilled category, replacing existing Express Entry sub-streams such as the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program.
A key shift will be toward targeted selection, prioritising candidates in high-demand sectors including healthcare, IT, and skilled trades—moving beyond purely high CRS score-based invitations.
Additionally, candidates with valid job offers are expected to gain increased importance, with potential enhancements to CRS points.
As per the immigration levels plan, Canada will also gradually reduce PR admissions to:
395,000 in 2025
380,000 in 2026
365,000 in 2027
The role of provinces is set to expand further, making Provincial Nominee Programs (PNPs) increasingly critical for applicants.

Higher competition and stricter selection criteria
Greater emphasis on Canadian work experience and job offers
