If you are planning Australia PR based on your current points score, there is an important development you should know about.

Australia is reforming its permanent migration points test.

The Australian Government announced in the 2026–27 Budget that it will reform the points test used for permanent skilled migration, with the aim of better identifying migrants who are younger, highly skilled and able to contribute to Australia’s long-term productivity.

The government has since provided more detail about the direction of the reform. Home Affairs Minister Tony Burke said in September 2026 that the points test has been redesigned and that the new system will have the ability to give additional recognition to particular skills. He specifically announced that, when the new system is implemented, housing construction trades will receive the same points recognition as a university qualification within the points test.\

So, is the Australia PR points system changing?

Yes — reform has been officially announced.

But there is an important second part to the answer:

The complete new points table and all of its detailed rules have not yet been publicly set out.

That means applicants should be careful about online posts claiming to know the exact new points structure before the government publishes the final details.

Why is Australia changing its points test?

The points test is an important part of Australia’s skilled migration system.

For points-tested skilled visas, an applicant’s profile can be assessed using factors such as age, English language ability, skilled employment and qualifications.

The government says the points test will be reformed to better select migrants who are better educated, higher-skilled and younger overall, with a focus on Australia’s long-term productivity needs.

The reform also introduces the possibility of giving particular skills greater recognition within the points system.

This is particularly relevant for occupations where Australia has identified significant workforce needs.

What has Australia announced about the new points test?

One of the clearest announcements so far relates to housing construction trades.

Under the current system, university qualifications generally receive greater points recognition than TAFE or trade qualifications.

The government has announced that, once the new points test is implemented, people with skills in housing trades will be able to receive the same number of points as a university qualification within the points test.

This is a significant change in principle because it indicates that the new system will not necessarily treat university qualifications as the only route to higher points recognition.

However, applicants should wait for the detailed rules before assuming exactly how their own qualification or occupation will be treated.

Does this mean tradespeople will get more points?

For housing construction trades, the government has specifically announced an uplift under the new points test.

However, it would be premature to assume that every trade or every occupation will automatically receive additional points.

The government has described a system that can provide an uplift to particular skills, but the complete list and detailed calculation method need to be considered once the new system is formally implemented.

Therefore, applicants should be cautious about social media posts suggesting that a particular occupation will definitely receive a specific number of points unless that information comes from an official source.

Will age still matter in Australia PR?

The government has said the reformed points test will be optimised to select younger migrants overall.

However, this does not mean that we should assume a particular new age-point table.

The existing points system has age-related points, but the government has not yet published a complete replacement table showing exactly how every age bracket will be treated under the reformed system.

Therefore, if you are currently calculating your Australia PR points, use the current official rules rather than an unofficial future points calculator.

Will English language points change?

English language ability is an important part of the current points-tested skilled migration system.

The government has said the points test is being redesigned, but the complete new calculation for English language points has not yet been published.

So applicants should not assume that their current English points will definitely remain unchanged — or that they will definitely increase.

Until the new rules are formally released, the safest approach is to distinguish between confirmed changes and speculation.

Will qualification points change?

This is another area applicants are watching closely.

The government has said the new points test will place greater emphasis on selecting better educated and higher-skilled migrants overall.

At the same time, the government has specifically announced greater recognition for housing construction trades, with those skills to receive the same points recognition as a university qualification when the new system is implemented.

This suggests that the future points test may place greater emphasis on the value of particular skills to Australia’s economy, rather than simply treating all qualifications in the same way.

But again, the complete qualification and skills table is not yet available.

Will the changes affect 189, 190 and 491?

The points test is relevant to Australia’s points-tested skilled migration pathways, including:

Skilled Independent visa — subclass 189

Skilled Nominated visa — subclass 190

Skilled Work Regional (Provisional) visa — subclass 491

Applicants should remember, however, that these visas do not operate in exactly the same way.

For example, subclass 189 invitations are issued through SkillSelect, while subclass 190 and 491 involve state or territory nomination processes.

So even if the points test changes, the effect on an individual applicant can depend on the particular visa pathway they are considering.

Is 65 points still enough for Australia PR?

This is probably the question most applicants will ask.

Under the current system, 65 points is the minimum points threshold for the points-tested skilled visas.

But 65 points does not guarantee an invitation.

The Department of Home Affairs makes clear that submitting an EOI and meeting the minimum points requirement does not mean an applicant will necessarily receive an invitation.

Recent invitation rounds have also shown that the minimum score can vary considerably between occupations.

As the points test is being reformed, applicants should therefore avoid relying on statements such as:

“65 points means you will get PR.”

It doesn’t.

Likewise, we should not assume that the future minimum or competitive scores will remain exactly the same after the new system is implemented.

Should you wait for the new Australia PR points system?

There is no single answer for every applicant.

If you already have a strong profile under the current Australia PR rules, it may not make sense to make decisions based entirely on rumours about a future points table.

On the other hand, if your profile is likely to benefit from the announced changes — particularly if you work in a skill area that receives greater recognition — you may want to understand how the reform could affect your pathway once the detailed rules are released.

The important thing is to make this decision based on officially confirmed information, rather than an unofficial points calculator or social media post.

What should Australia PR applicants do right now?

Until the new points test is formally implemented with its detailed rules, applicants can still work on the parts of their profile that are relevant under the current system.

Check your occupation

Make sure your occupation is appropriate for the skilled migration pathway you are considering.

Check your skills assessment

A suitable skills assessment is required for points-tested skilled visa pathways such as 189, 190 and 491. Home Affairs advises applicants to arrange their skills assessment before submitting their EOI.

Improve your English where possible

A stronger English result can affect your current points calculation, depending on your circumstances.

Review your work experience

Make sure your employment history is relevant, properly documented and capable of being supported with evidence.

Calculate your current points accurately

Don’t calculate your points based on what you expect the new system to look like.

First understand where you stand under the current rules.

Watch for the official release

The most important next step is the publication of the detailed rules for the reformed points test.

Until then, applicants should distinguish clearly between:

What Australia has announced

and

What people are predicting Australia may announce.

What we know — and what we don’t know yet

Australia is reforming the permanent migration points test.

The government wants the system to better identify younger, highly skilled and better educated migrants overall.

The new system will have the ability to give greater recognition to particular skills.

Housing construction trades are specifically intended to receive the same points recognition as a university qualification under the new system.

A reform has been announced. The final detailed points calculator is another matter.

What does the points test reform mean for Indians planning Australia PR?

For Indian applicants considering Australia PR from India, the reform is worth following closely.

Australia remains a major destination for skilled migration, but the pathway should not be assessed simply by asking:

“How many points do I have?”

A more useful assessment looks at your:

Age

Occupation

Qualifications

Skills assessment

English ability

Skilled employment

Current points

State nomination possibilities

Visa subclass

Overall eligibility

And once the new points test is implemented, the way these factors are weighted may change.

The bottom line

Yes, Australia’s PR points system is being reformed.

But the detailed new points table has not yet been fully published.

What has been confirmed is that Australia wants the points test to better reflect its long-term economic and workforce needs, with greater recognition for certain skills. Housing construction trades are the clearest example announced so far.

So if you are planning Australia PR in 2026, don’t make decisions based on unconfirmed points tables circulating online.

Understand your position under the current system, keep your skills assessment and English requirements in mind, and follow the official release of the new points-test rules.

The points system is changing —but knowing exactly how your profile will be affected requires waiting for the final rules.
