Ontario has announced a significant transformation of its Provincial Nominee Program (PNP) with the introduction of three new Permanent Residence (PR) pathways under the Ontario Workforce Priority Stream. The new framework is designed to simplify the immigration process while helping employers address labour shortages across key sectors of the provincial economy.
The Three New Pathways
- TEER 0–3 Pathway
This pathway targets highly skilled workers, including managers, professionals, technicians, skilled tradespeople, and other occupations classified under TEER 0 to 3. It is intended to support employers seeking experienced talent in high-demand occupations.
- TEER 4–5 Pathway
The TEER 4–5 Pathway focuses on essential workers employed in occupations experiencing persistent labour shortages. This includes sectors such as transportation, manufacturing, hospitality, retail, food services, agriculture, and caregiving.
- Self-Employed Physicians Pathway
Recognizing the growing demand for healthcare professionals, Ontario has introduced a dedicated pathway for self-employed physicians. This initiative is expected to make it easier for qualified doctors serving Ontario’s healthcare system to obtain permanent residence.
A Simpler, More Workforce-Focused Immigration System
As part of this reform, Ontario is replacing several existing immigration streams with a more streamlined structure that aligns more closely with the province’s labour market priorities. The new model is expected to make the application process easier for both employers and prospective immigrants while improving responsiveness to evolving workforce needs.
What Applicants Should Expect
The launch of Ontario’s new Expression of Interest (EOI) system is expected shortly. Prospective applicants should begin preparing their documentation, ensuring their work experience, qualifications, and employment records are up to date.
