Canada may be heading toward one of the biggest immigration system changes in recent years.
Immigration, Refugees and Citizenship Canada has proposed a series of reforms to the Express Entry system that could significantly impact how skilled workers qualify for permanent residence.
While these changes are not yet finalized, they clearly signal the direction Canada is moving toward.
Why Is Express Entry Changing?
The goal behind these reforms is to:
- Better align immigration with labour market needs
- Focus on candidates with strong earning potential
- Simplify the current system
- Reduce misuse and improve transparency
A Single High-Skilled Program May Replace Current Streams
Currently, Express Entry manages three programs:
- Federal Skilled Worker Program (FSWP)
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
Under the proposal, all three could be merged into one unified High-Skilled Program.
Proposed New Eligibility Criteria
To qualify, candidates may need:
- Minimum education: High school equivalent
- Language proficiency: CLB 6
- At least 1 year of skilled work experience (TEER 0–3)
CRS System Could Shift Toward High-Income Jobs
One of the biggest changes being discussed is how CRS points are awarded.
The focus may shift to:
- High-paying occupations
- Strong Canadian work experience
Potential Wage-Based CRS Boosts
Additional points may be given for jobs paying:
- 2× median wage → Doctors, professors
- 5× median wage → Engineers, teachers
- 3× median wage → Analysts, skilled trades
Important Changes Under Review
- Limiting trade occupations to Red Seal certified roles
- Removing CRS points for:
- Spouse factors
- Canadian study
- Siblings in Canada
- No additional CRS points for French (may rely on category-based draws instead)
- Education points only for Canadian postgraduate studies
Stricter Rules for Canadian Work Experience
Eligible work must be:
- Paid (wages/commission)
- Gained legally in Canada
- Under valid temporary status
Work that may NOT count includes:
- Self-employment (with limited exceptions)
- Work during full-time study
- Unauthorized work
- Work for foreign companies or diplomatic missions
